Phase 1 Roadmap

Foundations of Laboratory Quality

Phase 1 is the starting point for TB laboratories embarking on a structured quality management journey. It establishes the basic practices that form the groundwork for all subsequent phases.

About Phase 1

Phase 1 focuses on establishing essential quality practices across every dimension of laboratory operations. Laboratories begin by putting in place the fundamental building blocks — from safety protocols and organizational structure to basic document control and equipment management — before advancing to more sophisticated activities in later phases.

Phase 1 serves as the foundational entry point in the stepwise quality improvement roadmap, guiding laboratories through the essential activities that build a solid base for everything that follows. During this phase, facilities address the core structural elements of quality management, including organizational setup, personnel roles, and the basic safety measures that protect both staff and patients. Establishing these fundamentals early ensures that laboratories can progress through later phases with confidence, knowing that their groundwork is sound and aligned with recognized quality standards.

A key focus of Phase 1 is document control and record keeping, which forms the backbone of any reliable laboratory system. Laboratories learn to create, review, and manage the standard operating procedures, forms, and logs that keep daily operations consistent and traceable. Simultaneously, teams begin implementing straightforward equipment management practices, including maintenance schedules, calibration checks, and inventory tracking, so that instruments perform reliably and reagents remain available when needed. These activities instill discipline and accountability from the very start.

The phase also emphasizes the importance of engaging personnel in quality improvement from day one. Staff members receive orientation on quality essentials, understand their specific responsibilities within the quality system, and learn how their daily actions contribute to accurate and reliable testing. By building awareness and ownership among laboratory teams, Phase 1 cultivates a culture where quality is not an abstract concept but a practical, shared commitment woven into routine work. This people-centered approach helps sustain improvements over the long term.

Completing Phase 1 positions laboratories to move forward on a clear, structured path toward more comprehensive quality systems and eventual accreditation readiness. The practices established during this phase create measurable improvements in laboratory performance, reducing errors and enhancing the reliability of diagnostic services. For national programs and implementing partners, the phase provides a common starting point that allows consistent assessment, monitoring, and support across multiple facilities. Each laboratory that finishes Phase 1 takes a meaningful step toward strengthening diagnostic capacity and improving patient care.

A Stepwise Approach

The GLI Quality Tool is built around four implementation phases, each increasing in depth and complexity. Phase 1 ensures that no critical area is overlooked at the outset. All twelve Quality Systems Essentials are addressed from the very beginning, giving laboratories a comprehensive foundation.

Once Phase 1 practices are established, laboratories can progress to Phase 2, which builds on this groundwork with more advanced activities.
